The economic system of Islam gives Ahkam (rules) whose implementation can bring a revolutionary change in the sector of trade and agriculture of Pakistan. Today the rulers are running a huge propaganda campaign by lowering customs duties of few items. On various items Pakistani importers are paying as high as 50% to 60% of import duty whilst according to Islam, the State is not allowed to levy more than 2.5% of import and export duty on a Muslim trader. Similarly, on a Zimmi (non-Muslim citizen) trader the rate of import and export duty is according to what was concluded with them in the contract while opening the land. As far as agriculture sector is concerned, a farmer is not subjected to any agricultural taxes accept Kharaj and Ushr. If a person doesn’t cultivate his land for more than three years then according to Islamic Ahkam the state has the authority to confiscate that piece of land and distribute it among the needy. Therefore a person will continue to own as much of a land as he is able to cultivate. As a result extraordinarily large pieces of cultivable land will be distributed in optimum sizes resulting in increase in production. Islam gives a huge incentive to revive dead land. The Messenger of Allah (saw) said:
(ãÓäÏ ÃÍãÏ) ((ãä ÃÍíÇ ÃÑÖÇ ãíÊÉ Ýåí áå))
“Whoever revives dead land then it is for him.”
A person can revive a dead piece of land by cultivating it, building a house over it, setting up an industry or fence it for his livestock and poultry. All these methods will amount to reviving the dead land and will grant him the ownership of that piece of land. The Prophet of Allah (saw) said:
(þþãä ÃÍÇØ ÍÇÆØÇ Úáì ÃÑÖ Ýåí áå) (Óää ÃÈí ÏÇæÏ)
“Whosoever fenced a (dead) land it becomes his.”
This will not only help revive 9.1 million hectors of cultivable land but it will also provide employment for the rural population which constitute 70% of the total population of Pakistan. This will also help to resolve the housing problem of the people who are frustrated by the inflated prices of residential plots in the cities. Through the implementation of these Islamic Ahkam there will be a revolutionary increase in production and trade and there will a huge increase in state revenue in the form Kharaj and Ushr. It cannot be expected from a democratic government to brush aside IMF and WTO dictations and implement the above mentioned Islamic Ahkam. These Islamic laws can only be implemented through the Khilafah where man doesn’t have the right to make laws and Allah’s Ahkam are implemented comprehensively without questioning them.
