i heard there was a major pipeline finsihed recently that sterchs from the south all the way up to the north

does anyone have any information on this

does it start at Port Qasim or Sui?

I suppose you are talking about the White Oil Pipeline. Here is the link to info on it which I am pasting below. The pipeline runs between Port Qasim and Mehmoodkot about half way up country.

White Oil Pipeline Project (WOPP)

White Oil Pipeline Project (WOPP) is the next mega infrastructure project implemented by PARCO. After conversion of PARCO's existing pipeline network for Crude Oil transportation, the White Oil Pipeline will be catering to transport Refined Petroleum products to the central and Northern regions of Pakistan ; which account for almost 60% of the total Petroleum consumption in the country.

The EPC contract for the project was awarded to China Petroleum Engineering & Construction Group Corporation (CPECC), being the technically acceptable and commercially lowest contractor for the implementation of EPC works. The soft commissioning of the project has been completed and the commercial operation has commenced from November 2004. Non-EPC works are also near completion at all station sites.

PARCO, on behalf of PAPCO has laid an 817 km White Oil Pipeline from Karachi to Mahmood Kot at a cost of around US$ 480 million. With the up-country demand for Petroleum products rising, the total demand in the Northern region is expected to increase to 10 million tons in the near future. With the total production capacity of the Mid-Country Refinery (MCR) being 4.5 million tons, the pipeline will ensure smooth supply of these deficit products. The White Oil Pipeline is being designed for a capacity of 12 million tons per year, starting with 5 million tons in the initial years.

The current oil logistics of Pakistan require Petroleum products to be transported through road and rail besides of course the existing product pipelines. Movement of these products by road is not only dangerous for traffic but it can also cause extreme degradation to the existing road surface and human lives.

Pipeline transportation, on the other hand, is the most efficient, convenient and cheap mode of transportation besides being far more environmental friendly. The Project will also create employment opportunities all over the country and will contribute to the economic welfare of the people and the country. It goes without saying that it will have a stabilising effect on all sectors of the country's economy.

Bin Qasim Port is the initiation point of the White Oil Pipeline Project, where the products will be unloaded from the ships into the pipeline for onward transportation to the country's Northern and Central regions.

Project Facilities

One kilometre, 30 inches diameter, Pipeline connecting the FOTCO oil jetty to Terminal and Pumping Station at Bin Qasim.

Terminal and Pumping station at Bin Qasim comprising of main line pumps and storage tanks for seven days product storage.

Pumping Station at Bubak to be installed at a later stage as the demand increases.

Pumping Station and Storage Facility at Shikarpur.

Pumping Station at Fazilpur to be installed at a later stage as the demand increases.

Terminal Station at Mahmood Kot with storage facilities and connection to the OMCs at Gujrat and MFM-Pipeline system.

Fibre Optic cable based communication system.

PLC based state-of-the-art SCADA system.

Implementation Strategy

Maximum utilization of PARCO's existing facilities and resources.

Maximum use of locally available resources in Engineering, Procurement and Construction of the Project.

Maximum use of ECA Financing.

Corporate Structure
For the implementation of the Project, a joint venture company, Pak-Arab Pipeline Company (Pvt) Ltd. (PAPCO) was formed. PARCO holds a 51% majority share in PAPCO while Shell, PSO and Caltex hold for 26%, 12% and 11% shares in equity respectively.

Project Status
The project is being executed by the Engineering, Procurement and Construction (EPC) Contractor, China Petroleum Engineering & Construction (Group) Corporation (CPECC) of China, which was selected through an international competitive bidding process.

Soft commissioning of the Project, i.e, Pipeline and associated pumping/ terminal facilities has been completed in November 2004 and the commercial operation has commenced since March 2005.
