Dear friends in wake of the devastating earth quake what are the lessons learned by Pakistan both in field of defence capability and non defence capability and what needs to be done to safeguard our self for God forbid any future events that could be in a form of nature catastrophe or a full scale war....

here are some of my thoughts,

1. Pakistan needs in improve its helicopter strength specially to carry heavy equipment that could be both for military transport or to take heavy machinery

2.Setup of crises/desaster management division

3.Restructuring its armed forces for a rapid response

what do u folks think about theses points how can we work on these or what other areas we need to work upon

I think that disasters add new knowledge. Just accepting the same again would be unhumane. First the people need to get first aid and when they stablize there should be development of supersized chopper force (Chinooks) purely for transport. It isn't a bad move to decrease offensive force cause at the moment with cruise missiles, high tech radars and ballisitic missiles the chance of any nation trying to invade is pretty much zero. The Erieye will add command and control over the mountains. After that some serious development towards rebuilding earthquake resistant contruction should start and the prediction methods should be improved.

Tha geopolitical advantage is that Kashmir will transform cause India cannot hide it behind their curtain...

i am also for, the increase in heavy lift fleet. we should acquire technological know how. for this is the best path.

at day 4 i noticed that the comunications where not fully up. this means that the signals corps are not fully exploiting the technologies availeble in pakistan all be it in difrent manifestations, these technologys can still be used. (the technlologies invovled in UAVs, C4I, BMS, etc). i propose a dedicated department be made, dutys of which should include regularly evalutaing the technologies availeble to the army. (ones built in pakistan, foriegn technologies, civil technologies, militry technologies). and resolving where those technologies could be used to improve the armys abilitys.

if the road to muzafarabad was sealed for use by civillians and only used by the army we would not have the problems that we are having today. so it would be advisable to increase the number of trucks the army has.

it would be essential to train the army (both NCOs, and Officers) in humanitarian missions. and they should be thought to teach skills as acquiring clean water, disinfecting wounds, creating temporary shelters, etc. so in the time of need these people can go into the villages that are only reachable by foot and teach the people there. or even better send a platoon to each village who take charge of that village. for this we will need to train a considerable number of men.

natural disasters and that too of this scale cant be coped with effectivness. they take time and drain much of resources.

so we will really have to start from scrap.

the thing is!

we have to change our attitudes first. we shud believe in "prevention is better than cure " now.

there shud be a crises management center established on emergency basis..cos God forbid nature wont wait for us to get through with the releif efforts in earthquake areas.

once established! the center shud have representation from ARMY, POLICE,MNAs, NAZIMs..like it shud look like a bigger NSC.

establishement of central emergency fund. where the government as well as people should donate through out the year.

establishment of Quick Action Relief Force stationed in all the four provinces as well as AJK. they should have up to date machinery like cranes, scanners of all sort, sensors, in hand oxygen, sniffer dogs, divers, fire fighters etc. plus Heli .manpower , support from ARMY,POLICE, and other departments.

send and train engineers ,volunteers (just like NCC [national cadet corps]), in different fields like earthquakes, floods, massive fires etc.

plus NATIONAL WILL And COURAGE to face disasters.! as nature cant be fought! one has to bear the agony inflicted by it and let it subside by itself.

What has to be done...

[1] We need proper mapping of our country, people exist, villages exist, that we don't know about, what confidence does that leave you with regards to military inteligence?

[2] A massive increase in the transport network is required, this does not mean building more rubish roads at cheap prices and everyone making a bundle in the process, this means more express ways, more mountain roads capable of taking heavy trucks, even properly formed footpaths will help.

Also we do not utlize the trains....we have a massive country, trains and canals would help transporting goods and people, we have the capabilty and nessacery water to have a canal network....rising sea levels will help that....we need trains and canals linking all parts of the country.

[3] Helicopters, our armed forces are running on an old doctorine, they are not adapting effectively for rapid response, we need a majot amount of helicopters to allow them to have a massive and quick rapid response capability,

[4] A fire service, in most of the developed world they deal with emergenecies of this sort, we need a fire service that is well paid, well equipped and well trained to deal with everything from bus crashes to earthquakes to forest fires to getting cats out of trees.

[5] Organisation, this is the biggest thing that we lacked, nobody had a role, even now 2 weeks on, roles are mixed up, we need organisation and setup to deal with tradergy, and that should be in civillian form.

[6] Merit- the people getting jobs and running these sort of things should be ther on merit and qualification not the bakcs of relatives and wealth, otherwise we might as well leave the status quo.

The Pakistan Military needs a stronger logistical set up of more transport aircraft and helicopters, large helicopters like Chinooks, and medium sized helicopters like Blackhawks or Hueys need to be bought.

I think a branch in the military for emergencies is needed as well. Having a seperate force for rescue, medical, relief, etc, etc. It should have its own aircraft, helicopters, machinery, etc. This would open up jobs for engineers, doctors, pilots, rescue workers, nurses, technicians, and airmen. It doesn't have to be a civilian force, but I think its better to keep it civilian rather than a formal military organization.

Stronger infastructure, buildings able to cope better with earthquakes, especially schools and hospitals! People need to have regular drills for this disaster, providing families with medical and rationing kits, as well as stockpiling relief in bases for immediate use.

i was looking at Chinook helicopter spec i think 12 of these could really make things good for Pakistan....do u think Chinook is a good fit

some info on it....what do u think

QUOTE
The CH-47 is a twin-engine, tandem rotor helicopter designed for transportation of cargo, troops, and weapons during day, night, visual, and instrument conditions. The aircraft fuselage is approximately 50 feet long. With a 60-foot rotor span, on each rotor system, the effective length of a CH-47 (with blades turning) is approximately 100 feet from the most forward point of the forward rotor to the most rearward point on the aft rotor.

Maximum airspeed is 170 knots with a normal cruise speed of 130 knots. However, speed for any mission will vary greatly depending on load configuration (internal or external), time of day, or weather conditions. The minimum crew for tactical operations is four, two pilots, one flight engineer, and one crew chief. For more complex missions, such as NVG operations and air assaults, commanders may consider using five crew members and add one additional crew chief.

Development of the medium lift Boeing Vertol (models 114 and 414) CH-47 Series Chinook began in 1956. Since then the effectiveness of the Chinook has been continually upgraded by successive product improvements, the CH-47A, CH-47B, CH-47C, and CH-47D. The amount of load a cargo helicopter can carry depends on the model, the fuel on board, the distance to be flown, and atmospheric conditions.
