RISEPAK wins Stockholm Challenge Award 2006
The Relief Information System for Earthquakes in Pakistan (RISEPAK) project received international acclaim as it triumphantly claimed the “Stockholm Challenge Award 2006” in the Public Administration category. The award (also referred to as the Nobel Prize of IT) is revered world over for its prestigious status. Culture, Economic Development, Education, Environment, Health and Public Administration are the six area specific categories the award is divided into.
RISEPAK is an information tool for relief coordination in Pakistani villages affected by the October 2005 Earthquake. The portal is based on an interactive ‘give-and-take’ principle. It has been designed to give all relief actors comprehensive information about the affected areas regarding: demographics; location; access and disaster levels; relief; summary reports on relief indicators at the village level; and verified small sample information. RISEPAK thus records information from individuals, governments, non government relief agents about damage, access and relief in villages via telephone, SMS, fax, email and online web submission. RISEPAK is geared to record every voice through its Notice Board that provides accounts, comments, opinions, and requests from the field. The project is organised as a network, the core hub of which comprises of academics from the Lahore University of Management Sciences; the Kennedy School of Government at Harvard; Pomona College and economists from the World Bank. Referring to RISEPAK and praising its intellectual conception and efficiency, the jury was unanimous in the project’s ability, as it has demonstrated the ability of ICT tools to respond rapidly and across a broad base. In the case of Pakistan’s unfortunate encounter with the October 2005 earthquake, which affected thousands of people inhabiting a wide area, there were many agencies that were acting without coordination. This lack of coordination brought about hindrances in the positive relief work that was and still is the need of the day. At a time like that, RISEPAK rapidly provided all relief agencies with basic information on the villages and regions that they would be working in, thus effectively providing a system for organising and perpetuating efficient relief work, a shining example of high intellectual property fused with competent expertise.
More than 1,100 projects participated in the competition, out of which 151 were selected as finalists from 53 countries. Among the finalists, two teams were related to LUMS: the “Volunteer Internet-based Environment Watch (VIEW)”, a project led by Dr. Muhammed Jahangir Ikram, Agha Ali Akram and Mannan Amin, in the Environment category and RISEPAK. The proud RISEPAK team comprises of the following LUMS members: Sadaf Aziz, Dr. Ali Cheema, Moeen Cheema, Yasser Hashmi, Dr. Furrukh Khan, Dr. Sohaib Khan, Miguel Loureiro, Bilal Minto, Shandana Mohmand, Osama Siddique, Dr. Sarah Zaidi, (Faculty), Sana Faraz, Ahsan Kamal, Ahmad Abdul Karim, Nizar Nadir, Syed Ali Asjad Naqvi, Dr. Sadia Qadir, Najam Tariq and Batool Zaidi (Research Associates).
Dr. Sara Zaidi (RISEPAK Project Coordinator) was in Sweden to receive the award. In her own words, “The RISEPAK team and LUMS should be very proud of all the work that was put into the creation of this web-portal for the earthquake. The Stockholm Challenge award is very prestigious, most coveted, and extremely heavy!”
