i think we need new intelligence agency who only fight against terrorism.

and ISI should controle external matters.
i think there is extra burden on ISI .
creat compition between new agency and ISI on countring terrorism... same like FBI and CIA.

i think we already have BRANCH for this..may be special unit form ISI or other dept.so no need for new agency.

FBI and CIA are two different things and ur confusing ur self.

FBI is more like police investigation agency hence it would be similar to Police intelligence etc

The role of ISI is similar to CIA to concentrate on external matters ie any threat orgnating from outside but it would mean it has to investigate inside the country....

u cant have an agency which would have jurisdiction to look at external and internal matters. A better solution would be to establish ANTI TERRORISM TASK force which would consist of BOTH ISI and Internal Police Agency. The task force would mean all the information is being processed and recieved by one group thus cutting down the reaction time to prevent and gather information. It would also mean there is greater amount of efficiency. The task force can use ISI and internal agency resources to tackle terrorism.

Other thing which we need to establish is have a TASK FORCE ARMED WING(Somthing like SWAT) where we have 100 or so highly trained individuals in anti terrorismt operations.

This way we can effectivly tackle the problem of terrorism.

It is not that simple to form a new intelligence agency.

We already have

-Inter Services Intelligence (ISI) -> very capable but is out numbered and out sourced in Afghanistan by -------------------------------------------RAW,Mossad,CIA,KHAD,KGB,BLA,MI6, etc
-Intelligence Bureau (IB) -> Don't know about them much.
-Federal Investigation Agency (FIA) -> Related to investigation mainly, helping hand of police in investigations.
-Anti Narcotics Force (ANF) -> Has its own role; still need more procurements.
-Anti Terrorist Force (ATF,Blouchistan) -> Newly found; need more professional training.
-Chanab Rangers (Punjab) ->Has its own role, controlling smuggling etc.
-Shahbaz Ranger (Sindh) ->Has its own role, controlling smuggling etc.
-Frontier Constabulary (FC,NWFP) -> Busy in fighting in NWFP along with Army.
-Regular Police -> responsible for maintaining law & order which they often failed to do. Reputation as a corrupt institute is also a problem. people generally don't trust them for obvious reasons.

Reality on Ground

Track record of Pakistani intelligence agencies in the past is quite satisfactory. But in recent times it has become quite compromised by various factors. today we are in a situation where

-Suicide bombing is biggest challenge for intelligence and law enforcement agencies.
-Prolonged dual in the name of WOT with our own peoples. providing more and more fuel to the foreign agencies to destabilize Pakistan. Though there are some factors who have their own evil agenda but our intelligencia as a whole failed to counter their propaganda.
-Sabotages to the national assets, in particular in Baluchistan, is a pain in neck for Islamabad.
-Street crimes has increased during last few years alarmingly.
-Narcotics control is nor appropriate despite best efforts of ANF.

What to Do

SHORT TERM GOALS [1-2 Years]

Very simple answer; reverse all above mentioned threats to national security. but a bigger and tougher question is :hitwall:how? So here are some of my suggestions.

- Immediately with draw from US WOT and continue our own one with political and military resources. But i will prefer political one more over military. Reason are very simple, our enemies have pushed us in a situation where our own tribesmen are thinking rest of Pakistan as their opponent. We must deal situation with every possible caution. People like Baet ullah mehsud must be eliminated sooner than later but more important is that we must keep in mind that it does not trigger hate in rest of peace loving Mehsud tribes. Now how to do this, this is responsibility of ISI to draw a plan. This can decrease the pressure on Islamabad regarding security and writ of Govt. and well also help Pakistani agencies to reach those hands who are doing all this through our own peoples.

- Next is Baluchistan, BLA- A dead entity- prior to 9/11 suddenly came to live after US intervention in Afghanistan. I am 1000% positive that KGB and RAW are on some mission using this dead horse.

- Most important thing is that Pakistan must increase its presence in Afghanistan and hunt our enemies their instead other way around.

MID TERM GOALS [3-5 Years]
===========

-Pakistan must invest in FC, AFT and ANF more and more. Specially on Trainings and communications.
-Enhance the coordination among all the agencies and law enforcement entities.
-Establish a body or cell at national level; responsible to having all the data regarding terrorists and their facilitators, in a secure and isolated network.
-built enough technical facilities like forensic labs, advance CSI means etc.
-Pull regular Army from troubled area and increase the presence of FC there with better trainings and equipments.
-Invest more on development, specially on education, in these trouble areas.

LONG TERM GOALS [6-10 Years]
-============

-Fence and mine our western border with Afghanistan. Only selected entry points in NWFP and Baluchistan.
-Equip all agencies with modern means of fighting in their own spheres. i.e. constant up gradation of para military forces along with up gradation of regular Army.
-Transform Police department in all proveniences to a true law enforcement agencies.
-Invest on Satellites; HAH ,, May sound irrelevant but in future this will be course of surgical operations.
- Make sure that Army never got involved into civil line of business and politics again.

New Agency - For What?

As i have said earlier, our problem is lack of resources,training and coordination. we must invest on these factors rather than to have an other agency which will further add more dependencies and budgetary constraint.

The military has its own intelligence agency within. I don't know its formal name, but I've always called it & have always heard it being called the military intelligence. But from what I know, they have been involved in external operations & some domestic spy ops.

I thinik its called MI (military intelligence)

the ISI and MI are by far the most powerful of the domestic intelligence agencies. the ISI is not outnumbered in afghanistan. pakistan knows afghanistan way better than any of those countries, including the afghanis themselves. there's another domestic agency, the CID, that helps in local terrorist plots and assists the FIA and other federal agencies.

Oh! Yes I missed MI.

ISI out numbered not in term of man power but other resources like money, tech etc. Yeah knowing Afghanistan better is a plus point.
