PTA to offer 3G licences to cellular companies
KARACHI: Pakistan Telecommunication Authority (PTA) is planning to offer
3G licences to the existing cellular operators, sources told Daily Times here Tuesday.
Although according to the industry sources, it is too early to deploy this 3G technology, as all the operators are keen to invest in the basic mobile infrastructure, which should not be sacrificed or slowed down, as there are far too many people still without basic access to mobile telephony.
Sources said right now operators are focused on investing in far flung areas and un-served populations, who needed connectivity for basic services, to improve their productivity, and to reach out. The implementation of 3G technology will just divert this investment with limited benefits for those who are still waiting to be connected with basic voice services, their data needs being limited by lack of literacy, content, and affordability, the industry sources added.
Source in another cellular company said that, PTA was inducing their decision on the mobile phone companies to acquire 3G licence last year. Although all the operators resist against PTA decision and decided not to acquire the licence, as it will be too early to deploy this technology.
Another source in a mobile phone company said that the
technology itself is very expensive and existing operators are investing huge amounts on their network expansion to take the lead from the other operators. Therefore, it is
not a good time to deploy 3G technology in the market and another important aspect is that this technology would be available on expensive mobile sets. Hence this technology would not be considered for the subscribers belong to lower and middle class, the source added.
According to the industry sources, that
the government should consider 3G not as a licensing opportunity but rather as allocation of additional spectrum linked with roll out obligations and not hefty upfront fee.PTA and Frequency Allocation Board (FAB) should also make additional Universal Mobile Telecommunications System (UMTS) spectrum available in order to have an equitable spectrum allocation. Existing operators feel that their proposed “beauty contest” approach as adopted by many countries including Malaysia and Norway is much better than open auction, which has resulted in financial problems and major delays in rollout after 3G auctions in Europe. Also, this way, operators will be able to work on 3G side by side, even as they keep on focusing on provision of mobile services to those who are still unconnected and remain a priority.
In December 2005,
100 3G networks were operating in 40 countries, according to the Global Mobile Suppliers Association. In Asia, Europe, Canada and the USA, telecommunication companies use W-CDMA technology with the support of around 100 terminal designs to operate 3G mobile networks.
