Pakistan also bought submarines, helicopters and fighters from the same companies that supply India...i.e. Mi-17, RD-33/93, Dassault, DCN, Thales, SAGEM, etc...so was all that ISI's fault too? Crap...maybe we should refund our partition because it was the British to divided us and India as well...damn we should have taken up the German offer of partition instead.

Often what usually happens is that PN sets up a tender and foreign firms compete for it...and there have been many instances of the same system being evaluated by both India and Pakistan; Mirage 2000-5 and Ecruiel to name a few.
