再往前追溯到2002年9月23日，BBC中、英文网站同时登出的一篇题为“中国加强网上监控的防火墙”的新闻中，相同的图片被配以了“中国安全部门一直在监视上网活动”的注解。同样在2001年7月20日，有关中国网络监管的新闻中，再次出现相同的配图。
