Full Version: Turkish-pakistani Defense Industry Relations Have Grown

Parallel to the easing of long-standing sanctions against Pakistan by the US, Turkey has begun to increase defense industry relations with this country, starting with a plan to upgrade the US-made Lockheed Martin F-16 fighters in the inventory of the Pakistani Air Force. Pakistani and US sources told Today’s Zaman that around 36 Pakistani Block 15 (oldest version) F-16 A/Bs will be upgraded by the Turkish Aerospace Industries (TAİ).

Under the deal, two or three Pakistani F-16s are expected to be upgraded at the TAI facilities, while the remaining F-16s will be upgraded in Pakistan, either at the Sargodhi F-16 base in Punjab or in Kamra, around 50 kilometers outside of Islabamad, at the Pac-Kamra aircraft factory.

Despite close political ties between the two countries, Turkish-Pakistani defense industry relations have not grown, due mainly to restrictions on US-made weapons in the Turkish military's inventory requiring Washington's permission for sales to and upgrades for third countries. Meanwhile, the US has completed a delivery of 14 second-hand F-16s to Pakistan under a foreign military sales deal signed in 2005.

New deals with Pakistan

Local defense contractor Aselsan has long been a strategic partner of Islamabad for the production of army field radios at a military facility in Pakistan.

Aselsan will also provide the Pakistani navy with four gyro-stabilized 25 millimeter guns under a deal signed almost a month ago.

Meanwhile, local contractor Havelsan sold Pakistan a $28 million tactical simulated range Electronic Warfare (EW) system to deter surface-to-air threats and for use in electronic warfare. Turkey and Pakistan earlier agreed to cooperate in research and development on a broad range of defense projects, including the joint production of cluster bombs. There have been ongoing talks on the progress of cooperation in various areas.

Some of the areas identified as potential fields for cooperation in defense, research, technology and production include:

Nuclear, biological and chemical detection, protection and decontamination equipment produced in Turkey


81 millimeter mortar ammunition

Production of cluster bombs with 300 to 400 bomblets each for different missions

Production of precision-guided munitions

Detection systems for use against improvised explosive devices

Precision-guided bomblets for conventional munitions


Cooperation in the sale and production of 122 millimeter short-range and long-range multiple rocket launcher ammunition. Turkey's Roketsan and the Turkish Mechanical and Chemical Industry Corporation (MKEK) are proposing sales and joint production with Pakistan.

Turkey is developing their MBT with SK's help.I wish Pakistan leaves the Chinese designs and opts for more western heavy MBT now and joins the project too.

25 millimeter guns are in the development phase,but it wouldn't take long time.

I think SK stands for South Korea, though I may be wrong.

Minister of National Defense Lee Sang-Hee attends signing of contract on technology cooperation for development of Turkey's next-generation armored vehicle.

The technology of ROK's K-2 tank will be transferred to Turkey for the development of the country's next-generation Turkey National Main Battle Tank (TNMBT) by 2015.

The ROK-Turkey Tank Development Technology Cooperation Agreement was signed July 29 in a ceremony held in Turkey's Ankara, which was attended by Defense Minister Lee Sang-Hee and key officials of Turkey, including Prime Minister Recep Tayyip Erdogan and Defense Minister Vecdi Gonul, according to the Defense Acquisition Program Administration (DAPA). The agreement calls for technological cooperation between the two countries for the development of Turkey's next generation tank by April 2015.

The US$400 million deal includes the costs of producing four prototypes and fees for the transfer of technology. "It is significant in that we are not only exporting defense articles, but we are also exporting our advanced technology," the DAPA said. "This was made possible as the Turkish government recognized the superiority of our advanced technology accumulated from our abundant experience of developing and producing tanks, which also proves that our defense technology has come to one of the highest levels in the world."

Hyundai Rotem, which signed the technology cooperation deal with Turkey's Otokar Co., has been working on Turkey's tank development project as a technology advisor since 2006, along with the Agency for Defense Development (ADD). As the Turkish government recognized Hyundai Rotem's advanced technology, accumulated from its production of K-1, K1A1 and K-2 armored vehicles for the past 30 years, the company was named the primary bidder in June 2007, defeating a German competitor.

While noting the deal was made possible with the active and coordinated support of the DAPA, the Joint Chiefs of Staff, the Army, the ADD and the military attache at the ROK Embassy in Turkey for defense exports, the Ministry of Defense praised the deal as a "first step" of the country's defense industry toward becoming a new source of power behind economic development.

Minister Lee said, "The relationship of the two brother nations of a 50-year blood alliance has now become, both in name and deed, an alliance of technology cooperation, in which the two share even the most advanced defense technology." "Let us continue to work together in the 21st century and beyond under a spirit that our two nations are tied by blood," he added.

"The Republic of Korea will continue to work with Turkey in the future to help modernize the Turkish military," the minister said. "I hope the cooperation between the two countries in the defense industry sector will leap from quantitative expansions to qualitative improvements through merger of their technology."

The signing of the contract on the ROK-Turkey technology cooperation in tank development is expected to greatly help boost the cooperation between the two countries in the defense industry sector, while the Ministry of Defense and the DAPA plan to provide full support to ensure smooth technology cooperation throughout the entire process of tank development from designing to production and testing.

Meanwhile, Defense Minister Lee held ministerial talks with his Turkish counterpart in Ankara on July 28, in which the two agreed to continue building a cooperative relationship between their militaries. The meeting was held for 50 minutes from 10 a.m. (local time).

Lee proposed the two countries continue to build on their technological cooperation in the defense industry, saying, "The countries need to maintain a strategic cooperation in the defense industry sector by complementing each other's lack of technology and through joint development and joint production."

Turkey's Defense Minister Gonul, too, suggested the countries establish a system, through which they can "jointly purchase and develop defense systems through close cooperation."

South Korea To Help Turkey Develop New Tank

SEOUL - South Korea said it has signed a $400 million contract to help Turkey develop a new tank, in what will be the first time Seoul has exported tanks or related technology.

Under the deal signed in Ankara on July 29, South Korea will help Turkey develop its new main battle tank by 2015, the Defense Acquisition Program Administration (DAPA) said in a press statement.


The Turkish government has recognized our rich experience and advanced technology in developing battle tanks," DAPA said. "It also demonstrates the superiority of our defense technology."

The deal includes technology transfer worth $330 million and the production of four prototypes worth $70 million, Hyundai Rotem said.

When development is completed, Turkey reportedly plans to produce some 200 of the tanks.

"This project is a new landmark in the two countries' cooperation in defense technology," Defense Minister Lee Sang-Hee was quoted as saying by Yonhap news agency.

Turkey is one of the largest customers of South Korean defense products.

State-funded Korea Aerospace Industries (KAI) last year signed a $500 million contract to deliver 55 KT-1 trainers to Turkey's air force by 2013.

Yonhap said Turkey also wants to buy some $100 million worth of weapons, including 155mm self-propelled artillery, from South Korea this year.
